In 1968, 20 of the stronger non-league sides in the North of England set up the Northern Premier League in an attempt to give the game in the region, outside the Football League, something similar to what the top clubs in the South already had.

Chorley, Fleetwood, Morecambe, Netherfield and South Liverpool became part of the new competition.  Four other Division 1 clubs joined the Cheshire League – Ashton United, Droylsden, Guinness Exports, Horwich RMI and Skelmersdale United – as it was reputed to be a stronger competition than the Lancashire Combination.  2nd Division Ashton United also made this move, while Oldham Athletic Reserves, Padiham (both Division 2) and Southport Reserves (Division 1) left the competition as well.

This left 12 Division 1 clubs and 14 Division 2 teams, six of which were reserve sides of Lancashire Combination top flight clubs during the 1967-1968 season.  These six therefore withdrew, leaving 20 clubs to set up a single division competition, in which they were joined by Formby and Prestwich Heys.
