Accrington Stanley and Hereford United (via the play-offs) were promoted to League 2, taking the places of Oxford United and Rushden & Diamonds.  Canvey Island resigned from the Conference in order to play at a lower and more affordable level of the Pyramid.  An extraordinary situation developed at the foot of the table where, because of the planned increase of the Conference’s membership and Canvey’s resignation, there was only one relegation place.  The 18-point deduction placed on Altrincham appeared to have saved Scarborough from the drop, but, in a surprise turn of events, the Conference Board chose to demote Boro to Conference North, slapping a 10 point deduction on the club for the following season, withholding prize money from them and placing a transfer embargo on the McCain Stadium side.  Four teams were admitted to the Conference National – Northwich Victoria, St. Albans City, Stafford Rangers and Weymouth.  2.6 goals were scored per game.

Aldershot Town and Exeter City (via the play-offs) were promoted, replacing Mansfield Town and Wrexham in League 2.  Farsley Celtic, Stafford Rangers and Droylsden were relegated to Conference North, while Halifax Town in effect folded and re-formed lower down the Pyramid.  Altrincham escaped relegation again as a result.  Barrow, Eastbourne Borough, Kettering Town and Lewes replaced the clubs who left. 2.83 goals were scored per game.
