No promotion due to a major reorganisation of the North West Counties league following the departure of 14 of its clubs to join the new Northern Premier League 1st Division.  The sides from Division 1 not leaving the League (Bootle, Burscough, Clitheroe, Glossop, Kirkby Town, Leyland Motors, Rossendale United and St. Helens Town) combined with Atherton Laburnum Rovers, Colne Dynamoes, Colwyn Bay, Darwen, Ellesmere Port & Neston, Formby, Prescot Cables, Salford, Skelmersdale United and Warrington Town from Division 2 to form the new Division One.  The other six Division 2 clubs linked up with the 13 sides from Division 3 and newcomers Maine Road, Newcastle Town and Vauxhall GM to form the new Second Division.  This meant Division One would have 18 clubs and Division Two would have 22 clubs.
